Judge upholds WA special ed financing, throws out limits

OLYMPIA, Wash. (AP) -- Washington's system of financing special education for more than 120,000 students has been upheld by a judge, but a lid on the number of the special-needs students was thrown out.

Thurston County Superior Court Judge Thomas McPhee, ruling in a lawsuit brought by school districts from across Washington, rejected claims that the state is violating the state Constitution by shortchanging districts by more than $100 million a year.

The judge said the districts hadn't proven a financing gap, and added the courts typically won't second-guess the Legislature.

He did overturn a cap that limits districts to declaring no more than 12.7 percent of their students as special education pupils. That designation means the district gets 190 percent of the usual basic education grant from the state for the special ed student.


Smutz to lead Penn State Continuing and Distance Education

Top Muskogee teachers named for February

Cynthia Mask, Anita Pearson, Michelle Behrens and Marybeth Flusche were named Muskogee Education Association Teachers of the Month for February. A three-way tie resulted in Mask, Pearson and Behrens being selected from Ben Franklin Science Academy. Flusche is a member of the faculty at the 7th and 8th Grade Center.

Higher education: for a better Florida

The structure of Florida's higher education system dates back to 1956, the same year lawmakers said okay to establishing the University of South Florida as the state's fourth public university.

Today there are 11 universities and nearly 300,000 students. Education officials are bracing for tens of thousands more in coming years - enough to fill a 12th large college by the end of this decade.

"The question we face is, will a 1956 structure meet 2026 needs?" said Mark Rosenberg, chancellor of the state university system.

"That setup served us well then, but is it really the structure we need going forward?"

The general consensus among lawmakers and university leaders is a resounding "No."

"Because of the global world we are now in, the competition that faces us, the increase in low-income and minority students, we need to make changes in higher education," said Sen.


Benefits of PE go beyond the physical

Stretching out physical education time in schools is sometimes hard to do but local teachers are doing their best to provide programs that give students flexibility to choose what activities are interesting to them.

The California Endowment released a brief in January highlighting studies that show why there should be an increase in physical activity for children, especially in school physical education programs. Currently, the state mandates that high school students take two years of physical education and students in all levels are required to have 200 minutes of physical education every 10 days.

The benefits of physical education are not only physical but mental as well, according to the California Endowment brief. Local schools keep track of the correlation between physical activity and academic performance.


Speakers encourage greater access to college education

Expanding access to college education was a running theme among early speakers at a hearing today on the future of higher education in Florida.

About 50 people -- many of them representing higher education systems -- were at the hearing continuing through 3:30 p.m. in the Student Union at the University of Central Florida.
